The Agencia Insular del Mar is an advisory body of the Cabildo de La Palma managed by SODEPAL in the maritime-fishing field, as well as a unit for the protection and support of the island's professional fishing sector and other activities carried out in the marine field. It has two offices, one in the Port of Santa Cruz de La Palma and the other in the Port of Tazacorte.

The advisory function in the maritime-fishing field includes multiple activities, including professional fishing, aquaculture, sport fishing, shellfishing, diving, coastal territorial planning, navigation, protected areas, etc. Therefore, there is a convergence of changing regulatory regulations issued by multiple public administrations, and the role of the Cabildo, regardless of the competences of each administration, is to reconcile all the interests represented. In order to play this role responsibly, it must be aware of the current maritime and fishing situation. Along the same lines, advice to the Cabildo is key, as it is an active member of various entities related to the marine-coastal sphere, the La Palma Coastal Action Group, the La Palma Marine Reserve, the Regional Aquaculture Commission, the World Biosphere Reserve, the State Port and Autonomous Ports Administration Boards, ADER La Palma, etc.

On the other hand, the professional fishing sector on the island is highly conditioned by the excessive distribution of powers between International Organisations, Regional Fishing Organisations, the European Union, the Spanish Government, Regional Governments and Entities.

Local. The Insular Agency of the Sea is the guardian and advisor both at a collective level, to the fishermen's guilds, and at an individual level, in the processing of the multiple files in the maritime-fishing field in their relations with the Public Administration (subsidies, authorisations, licences, qualifications, nautical-fishing training, allegations to proposals of regulations, ...).

The Agencia Insular del Mar is also involved in the processing of a number of different cases in the field of maritime sports (regulatory advice, licences, fishing authorisations, etc.).
